This is a list and thought I'd share it here. I only include PR6 and above directories here, so that they are established and been around for a while.

Yahoo - only accepts non-commercial sites for free. Find the appropriate category and submit from that page. www.Yahoo.com

ODP/DMOZ (Google Directory) - Find the appropriate category and submit from that page. www.dmoz.org

About.com - well worth to submit to. You can often submit specific pages in your site. You need to email the guide of the category of your choice and ask to add your link. They appreciate backlinks but don't require them. www.about.com

GoGuides.com - Submit here - http://www.goguides.org/info/addurl.htm after carefully reading their submission guide on that page.

http://www.onestop-directory.com - shopping sites only. Currently main page has PR3. You are not required to reciprocate, but if you do they promise to review your listing within 48 hours.

http://www.forumzilla.com - Forums only. Your site won't be shown on a directory tree, but will become available for people searching for forums by topic. Very easy and quick to submit here - http://www.forumzilla.com/add.php

http://www.wowdirectory.com - very nice. Good PR, clean links and very easy to submit to. (edit - they now accept free submissions only 3 days a week - don't say which - and only 5 at a time).

Zeal.com - a bit trickier. You need to join as a zealot before you can add a site. Results are supposed to show up on looksmart and other nice places on the web. http://www.zeal.com/users/register.jhtml

Jayde.com - Easy to submit to. http://dir.jayde.com/cgi-bin/submit.cgi

You may see PR4 when you look at the toolbar, but the pages aren't really on that URL. Actual pages where your site is listed are all PR0 now.

http://www.webworldindex.com - A Yahoo kind of directory. Very large and has PR6, so good PR on many pages. Read submission rules carefully - http://www.webworldindex.com/cgi-bin/pseek/addurl.cgi - then find your relevant category and submit from that page.
Edit: I'm having trouble finding my sites there. When I try to resubmit they say that the site is already in the DB. That means that it's taking them way over a month to review the sites.

JoeAnt.com - you can either pay about $40 for a quick review and inclusion or register to become an editor and add your sites free - http://www.joeant.com/editor_application.html

Skaffe.com - an attempt at an ODP style directory. http://www.skaffe.com/info/addurl.htm

http://www.worlddir.com - pretty easy to submit to. They are asking for details such as address and phone number, but the listing got through when I put "n/a" in those fields. Very low PR and not a lot of links right now.

http://www.orangefish-directory.co.uk/ - Easy to submit. Just give it the url and their crawler picks up your description and keywords tags (if you have them or course).

http://www.iconcave.com/partners/ - Easy to submit. No reciprocal links needed. Clean html links. Not the highest or PR's per page at the moment, but also not a lot of competition on the pages.

http://www.findfull.com - listing webmasters resources only. New so PR not high yet. Clean html links and easy to submit to. Does not require recips. Added bonus - owner is a woforums member
